The Kikuube District belated Women’s Day celebrations took on a historic turn as hundreds gathered at Ruguse Primary School in Bugambe Subcounty to mark the occasion under the theme “For All Women and Girls: Rights, Equality, Empowerment.”
Organised and hosted by Kikuube Woman Member of Parliament, Hon. Natumanya Flora, the event saw the Minister of Lands, Housing and Urban Development, Hon. Judith Nabakooba, officiate on behalf of Prime Minister Rt. Hon. Robinah Nabbanja. The Minister used the occasion to highlight the government’s dedication to gender equality through land rights and economic inclusion.

A key highlight was the handover of 1,100 freehold land titles to beneficiaries under the ongoing Systematic Land Adjudication and Certification (SLAAC) program—30.5% of these titles were given to women. The program, implemented by the Ministry of Lands, aims to secure ownership for citizens on formerly unregistered land. In Kikuube District alone, over 26,000 land parcels have been demarcated under this initiative.
“This celebration is not only symbolic, but deeply transformative,” Hon. Nabakooba said. “Women play a pivotal role in national development, and secure land ownership empowers them to participate fully in the economy.”
She also announced the approval of 101 land title applications for the Church of Uganda in Kikuube, urging other religious institutions to formalize their land holdings to avoid disputes.
To further enhance service delivery, the Minister reminded residents that all land-related services can now be accessed at the Masindi Ministry Zonal Office, and encouraged use of the Uganda National Land Information System (UGNLIS) to check land records online.

Hon. Nabakooba also urged citizens to embrace the Parish Development Model (PDM) as a tool for transitioning from subsistence to commercial agriculture, calling on beneficiaries to use their new land titles as collateral to access credit and boost productivity.
In her remarks, Hon. Natumanya Flora thanked President Yoweri Museveni for championing women’s empowerment and the Ministry of Lands for delivering on the NRM manifesto promises. Before the mammoth crowd, she pledged her commitment to mobilising support for all government programs that uplift the people of Kikuube.
“As we look toward the 2026 elections,” the Minister concluded, “let us remember who is delivering for the people and stay the course toward transformation.”
