DETAILS: CDF Gen Muhoozi Meets German Ambassador in High-Level Security and Diplomacy Talks

Uganda’s Chief of Defence Forces (CDF) of the Uganda Peoples’ Defence Forces (UPDF), General Muhoozi Kainerugaba, on Tuesday held high-level talks with the Ambassador of the Federal Republic of Germany to Uganda, H.E. Matthias Schauer, in a meeting that underscores the strategic depth of Uganda–Germany relations beyond traditional development cooperation.

Held at the Special Forces Command headquarters, the engagement signalled Kampala’s intent to sustain open military-diplomatic channels with key European partners at a time of shifting global security alignments. The discussions covered a broad spectrum of shared interests, with particular emphasis on strengthening bilateral cooperation and maintaining constructive engagement amid evolving regional and international dynamics.

The meeting follows Ambassador Schauer’s recent audience with President Yoweri Kaguta Museveni, reflecting a coordinated and continuous diplomatic approach by both sides and highlighting the high-level importance attached to Uganda–Germany relations across political and security institutions.

General Kainerugaba and Ambassador Schauer reflected on the historical trajectory of ties between Kampala and Berlin, which have traditionally revolved around development cooperation, technical assistance, and diplomatic engagement. However, the talks also pointed to a mutual willingness to explore expanded areas of collaboration in line with contemporary security, economic, and geopolitical realities.

Germany’s interest in Uganda’s regional role featured prominently, with Ambassador Schauer commending Kampala’s contribution to regional stability and peace efforts. He reaffirmed Berlin’s commitment to maintaining a constructive partnership with Uganda, noting opportunities for deeper cooperation across various sectors of mutual interest.

Both sides emphasized diplomacy as the preferred mechanism for managing differences, agreeing that sustained dialogue and mutual respect remain central to preserving the resilience of the bilateral relationship.

The engagement reinforces Uganda’s positioning as a key interlocutor for European partners in East Africa, while signalling Germany’s continued interest in maintaining strategic engagement with Kampala. For Uganda, the meeting reflects a broader foreign policy approach that balances security cooperation, diplomatic pragmatism, and diversified international partnerships in an increasingly multipolar world.
