Museveni Meets RSF Chief Days After Hosting Sudan’s Sovereign Council Deputy As Mediation Intensifies

ENTEBBE, Uganda — President Yoweri Museveni on Thursday hosted Mohamed Hamdan Dagalo, head of Sudan’s Rapid Support Forces (RSF), at State House Entebbe, as Uganda intensifies diplomatic engagement aimed at ending Sudan’s protracted conflict.

Dagalo briefed Museveni on the current political and military situation in Sudan, where fighting between the RSF and the Sudanese Armed Forces (SAF) has continued since April 2023, triggering one of the region’s worst humanitarian crises.

President Museveni reiterated that dialogue and a negotiated political settlement remain the only sustainable pathways to stability.

“As always, I emphasized that dialogue and a peaceful political solution are the only sustainable paths to stability for Sudan and the region,” Museveni said.

In October, the African Union Peace and Security Council (PSC), tasked Museveni, serving as Chair of the PSC Presidential Ad-hoc Committee on Sudan, to urgently facilitate negotiations between the warring parties.

During its 1308th emergency session held on October 28, 2025, in Addis Ababa, the PSC called for renewed diplomatic efforts following alarming reports of atrocities in El Fasher, North Darfur. The Council urged immediate steps toward a ceasefire and an inclusive political process.

Museveni’s engagement with Dagalo follows his earlier meeting with Malik Agar, Deputy Chairman of Sudan’s Transitional Sovereignty Council. That meeting, also held at State House Entebbe, focused on prevailing security and political developments and ongoing efforts to restore stability in Sudan.

By hosting leaders from both sides of Sudan’s conflict, Kampala appears to be positioning itself as a neutral regional interlocutor in line with the AU’s mandate.

Uganda has consistently advocated for dialogue under regional and continental frameworks, warning that continued fighting risks further destabilizing the Horn of Africa and exacerbating displacement, economic disruption, and cross-border insecurity.

With Sudan’s crisis entering a prolonged and increasingly complex phase, Museveni’s parallel engagements with both SAF-aligned leadership and the RSF signal renewed momentum toward structured negotiations under African Union stewardship.

No official timeline has yet been announced for the proposed talks.
