Russian President Vladimir Putin has extended his congratulations to President Yoweri Kaguta Museveni and the people of Uganda on the occasion of the country’s 63rd Independence Day, reaffirming Moscow’s commitment to strengthening bilateral relations with Kampala.
In a congratulatory message sent on October 9, 2025, Uganda’s Independence day, President Putin hailed the long-standing friendship between Russia and Uganda, expressing optimism that the relationship will continue to flourish for the mutual benefit of both nations.
“Russian-Ugandan relations have traditionally been friendly. I am convinced that they will continue to further develop to the benefit of our peoples, in the interests of strengthening security and stability on the African continent,” President Putin wrote.
He also extended his best wishes to President Museveni and the people of Uganda, saying, “I wish you good health and every success, and all Ugandan citizens – peace and prosperity.”
The message highlights Russia’s growing engagement with African nations, including Uganda, in areas of economic cooperation, security, and scientific exchange.
Uganda and Russia have continued to deepen collaboration under the Uganda–Russia Intergovernmental Commission on Economic and Scientific-Technical Cooperation, with both sides emphasizing mutual respect and shared goals in global development.
The message comes as Uganda marks 63 years of independence, celebrating its progress and resilience since gaining sovereignty in 1962.
