Former Deputy Director General of the Internal Security Organisation (ISO), Col Emmy Katabazi, has been appointed Senior Presidential Advisor on Security and Intelligence, a move tthat indicates resident Yoweri Kaguta Museveni’s continued recalibration of Uganda’s intelligence architecture.
Col Katabazi’s appointment comes months after he was redeployed from his position at ISO following leadership changes instituted earlier this year.
The changes were part of a broader reorganisation within the country’s intelligence agencies aimed at strengthening coordination, efficiency and strategic oversight.
In his new role, Col Katabazi will advise the President on matters relating to national security and intelligence, drawing on his extensive experience within the intelligence community and the wider security sector. His appointment is seen as an effort to retain institutional memory and leverage seasoned expertise at the highest level of decision-making.
ISO is Uganda’s principal internal intelligence agency, responsible for gathering, analysing and disseminating intelligence on threats to national security.
Established in 1986 under the Security Organisations Act of 1987, ISO plays an important role in providing intelligence to policymakers and, where necessary, conducting covert operations at the discretion of the President.
