DRC Offers $5M Bounty for M23 Leaders’ Arrest

The Democratic Republic of Congo (DRC) has placed a $5 million bounty on the heads of Corneille Nangaa, Bertrand Bisimwa, and Sultani Makenga, key leaders of the M23 rebel group.

In an official statement, the Minister of State, Minister of Justice, confirmed that the government is intensifying efforts to capture the wanted individuals. A separate $4 million reward has been announced for information leading to the arrest of their accomplices, including Perrot Lụwara, Irenge Baelenge, and other fugitives.

The government in the same statement, assured that credible informants will receive full payment of the promised rewards and that their identity and personal data will be fully protected.

Additionally, individuals involved in criminal activities who provide useful intelligence—except those implicated in crimes against humanity—may be eligible for a sentence reduction.

Tried in absentia in Kinshasa, all three men were convicted and sentenced to death in August 2024.

An offensive in recent weeks has seen M23 capture the provincial capital, Goma, and Bukavu, the main city in the neighbouring province of South Kivu.
