Ex Intelligence Chief Birungi Faces Treachery Charges, Remanded by Military Court

Former Chieftaincy of Military Intelligence (CMI) boss Maj Gen James Birungi has been remanded to Makindye Military Police Barracks after being charged before the General Court Martial with offences linked to compromising national security operations.

Maj Gen Birungi, who previously headed Uganda’s military intelligence structure, appeared before the court alongside other suspects, including serving and former security personnel, where they faced charges related to treachery and offences concerning security.

The prosecution alleges that the accused engaged in activities prejudicial to the security of the Uganda Peoples’ Defence Forces (UPDF), including actions that allegedly compromised military intelligence operations and resources.

The suspects appeared before the General Court Martial chaired by Brig Gen Richard Tukachungurwa, where the charges were read to them. However, the accused persons reportedly denied the charges.

The prosecution informed court that investigations into the matter were still ongoing and requested for more time, prompting the court to remand the accused until a later date.

Maj Gen Birungi’s court appearance comes nearly a year after he was arrested in 2025 during a wider security crackdown involving allegations of misconduct and irregularities within sections of the defence establishment.

Before his arrest, Birungi had held several high-profile military positions, including serving as Chief of Defence Intelligence (formerly CMI), a key office responsible for military intelligence gathering and security coordination.

The case has attracted public attention due to Birungi’s previous senior role within the UPDF intelligence system and the seriousness of the accusations before the military court.
