Uganda Questions Chinese Contractor CICO Over Delays on Major Road Project
November 6, 2026
Uganda’s Minister of Works and Transport, Hon. Fred Byamukama, has raised concerns over delays in the implementation of infrastructure projects by some Chinese construction companies operating in Uganda, citing financial constraints, cash-flow challenges and slow progress on ongoing works.
Byamukama made the remarks during a courtesy meeting with the Chinese Ambassador to Uganda, H.E. Wu Guangrong, held on Friday morning at the Ministry of Works and Transport headquarters in Kampala.
During the meeting, the minister specifically highlighted the Kyaliwajjala–Kira–Matugga road construction project, pointing to delays by Chongqing International Construction Corporation (CICO), the Chinese contractor responsible for the physical works.
The road project is among the infrastructure developments expected to improve connectivity and ease movement within the greater Kampala metropolitan area.
In response, Ambassador Wu disclosed that CICO's headquarters had dispatched its Deputy General Manager to Uganda to address the challenges affecting the company's operations and accelerate implementation of the project.
He further indicated that efforts were underway to secure additional financing and improve the pace of construction.
The meeting comes amid growing attention to the performance of foreign contractors undertaking major infrastructure projects in Uganda, particularly those facing implementation delays and financial difficulties.
For Uganda, the concerns highlight the importance of effective contract supervision, timely financing and accountability in infrastructure delivery, as delays can affect project timelines, public expenditure and the anticipated economic benefits of road investments.
The engagement between Byamukama and Ambassador Wu signals continued diplomatic engagement between Uganda and China on infrastructure cooperation, with the performance of Chinese companies forming part of discussions on translating bilateral commitments into completed projects.
