Uganda, China Hold Talks Ahead of Horn of Africa Conference

Uganda and China have reaffirmed their commitment to regional peace and development following a high-level meeting between Hon. John Mulimba, Uganda’s Minister of State for Foreign Affairs in charge of Regional Affairs, and H.E. Mr. Xue Bing, Special Envoy for Horn of Africa Affairs at China’s Ministry of Foreign Affairs.

The meeting, held in Kampala, focused on preparations for the upcoming Third Horn of Africa Peace Conference, scheduled to take place in Kampala at the end of July 2025.

Both parties emphasized the importance of inclusive dialogue, regional cooperation, and political stability as key pillars for development in the Horn of Africa. H.E. Xue Bing praised Uganda’s role in fostering peace and stability in the region and lauded the enduring partnership between Uganda and China. He expressed confidence that the forthcoming peace conference would yield tangible outcomes that benefit the entire region.

Hon. Mulimba welcomed China’s continued support to Uganda’s national development agenda. He highlighted cooperation in critical sectors such as the digital economy, agricultural value addition and agro-processing, infrastructure, and industrial manufacturing as vital components of Uganda’s transformation journey.

The two leaders also explored ways to deepen collaboration under the Beijing Implementation Framework, particularly in view of Uganda’s prominent role in China-Africa cooperation this year. Their discussions also covered current regional challenges and the importance of coordinated, multilateral approaches to address emerging threats to peace.

The meeting concluded with a mutual pledge to strengthen bilateral ties and to work collaboratively in support of a peaceful, stable, and prosperous Horn of Africa.
