The European Council has appointed Johan Borgstam as the new European Union Special Representative (EUSR) for the Great Lakes Region. Mr. Borgstam will officially assume his duties on September 1, 2024, with an initial mandate lasting 12 months.
Mr. Borgstam, a seasoned Swedish diplomat, brings extensive national and EU experience to his new role, having held a variety of significant positions. His previous assignments include serving as the Head of the EU Delegation to Ethiopia and as Ambassador to the Democratic Republic of Congo (DRC), Kenya, and Greece. This wealth of experience uniquely positions him to navigate the complex dynamics of the Great Lakes Region.
In his new capacity, Mr. Borgstam will support the High Representative in implementing the EU’s foreign policy objectives in the region, aligning with the Council conclusions of February 20, 2023. His mandate includes contributing to a stronger, more comprehensive, and strategic partnership with the countries in the Great Lakes Region. He is expected to maintain close contact with key regional organizations such as the African Union, the East African Community, the United Nations, International Financial Institutions, and relevant non-state actors.
Mr. Borgstam steps into his role amid significant regional tensions and conflicts. The Great Lakes Region, comprising Burundi, Rwanda, northeastern DRC, Uganda, and northwestern Kenya and Tanzania, is currently plagued by a series of intricate and deeply rooted conflicts.
The ongoing cold war between Rwanda and Burundi is marked by a closed border, straining relations between the two nations. Meanwhile, Rwanda faces accusations from the DRC of backing the M23 rebels, a key factor in the enduring conflict in eastern DRC. These multifaceted issues highlight the urgent need for effective diplomacy and strategic interventions.
EU’s ambassador to Uganda Jan Sadek, posted his congratulations on X saying his team in Uganda, “…in Uganda, look forward to working with EUSR Borgstam in building a more comprehensive & strategic partnership with the GL region.”
Mr. Borgstam’s appointment is seen as a crucial step towards addressing these challenges. His role will be pivotal in fostering dialogue, promoting peace, and enhancing cooperation within the region. As the EUSR for the Great Lakes Region, his efforts will be instrumental in driving the EU’s mission to build stability, development, and robust partnerships in this strategically important area.
