The newly appointed Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, today delivered her inaugural address to staff of the Inspectorate of Government (IG), pledging bold and strategic action in the fight against corruption.
Lady Justice Naluzze expressed gratitude to H.E. President Yoweri Kaguta Museveni for entrusting her with the leadership of the Inspectorate. She also thanked her former colleagues at the Office of the Director of Public Prosecutions and the Judiciary for shaping her professional journey.
Recognising the contributions of her predecessor, Hon. Beti Kamya, and her deputies, Dr. Josephine Okiria and Anne Twino, she congratulated the latter two on their reappointments as Deputy IGGs.
Outlining her leadership philosophy, Lady Justice Naluzze emphasized three core principles: Integrity, Professionalism, and Teamwork, noting that these reflect the Inspectorate’s institutional values.
“There is no way we can move forward as an institution if we do not uphold these principles,” she stated, adding that the fight against corruption must start with IG staff themselves: “Live by example and do not engage in corruption.”
Acknowledging the evolving nature of corruption, the IGG stressed the need for stronger, more strategic interventions.
“As the corrupt devise new tactics, we must be at the top of our game and expose them. My focus will be on prosecutions… because I know this will inflict more pain on the corrupt,” she declared.
Lady Justice Naluzze also highlighted the Inspectorate’s new Five-Year Strategic Plan (FY2025/26–2029/30), describing it as a transformative agenda for transparency, accountability, and public trust. She urged staff to align their work with the plan, noting, “This plan is not merely a roadmap. It is a renewed commitment to act boldly, impartially, and decisively in the fight against corruption.”
Addressing resource constraints, she called for innovation, efficiency, and prudent use of funds, stating, “We need to stretch the shilling and be more innovative in the execution of our duties.” She further pledged to strengthen partnerships and mobilize additional resources, acknowledging the support previously provided by development partners.
The IGG also indicated that several structural adjustments would be introduced within the Inspectorate in the coming weeks, urging staff to embrace these changes as part of continuous institutional improvement.
Concluding her address, Lady Justice Naluzze reaffirmed her commitment to staff welfare and teamwork: “We shall achieve a lot more when we work together as a team.”
