President Yoweri Kaguta Museveni has ordered the Inspector General of Police (IGP) to cancel the police bonds of officials in Lango accused of extorting money from beneficiaries of the Parish Development Model (PDM), following a report authored by the late Director General of Internal Security Organization (ISO), Charles Oluka.

The report, written by Oluka on January 25, 2025—just days before his passing on January 30— reportedly exposed how certain officials in Lango were exploiting PDM beneficiaries. While the suspects had initially been arrested, they were later released on police bond, prompting the President’s intervention.

“I have directed the IGP to cancel those police bonds and make sure that they are tried. Any official who does not do his duty in prosecuting those thieves (suspected) will be held accountable,” Museveni stated on February 2, 2025.

The President’s directive underscores his firm stance against corruption, particularly in government programs meant to uplift rural communities. The PDM initiative, designed to empower grassroots communities, has faced challenges, including mismanagement and corruption by local officials.
