Renowned businessman and NRM Entrepreneurs League chairmanship aspirant King Ceasor Augustus Mulenga on Saturday officially launched the Kampala Regional SACCO at a colorful event held in Nakasero, attended by National Resistance Movement (NRM) delegates, largely drawn from central region.
The launch marked the first of a series of regional entrepreneurship cooperatives under Mulenga’s ambitious campaign to seed and scale up enterprise development across Uganda.
He announced a UGX 1.8 billion commitment towards establishing and funding 18 SACCOs countrywide, in all regions, with the goal of turning them into capital engines for innovation, skilling, and access to affordable credit.
“I have put together a program to develop us. Let us work together,” Mulenga told cheering delegates, unveiling a vision rooted in unity, empowerment, and innovation.
Drawing inspiration from the European Union’s success through integration, Mulenga emphasized the need for regional cohesion to create wealth and called on the East African Community (EAC) to expedite the adoption of a single currency, saying it would ease trade and investment across the region.
Quantum Tech and Scholarship Boost
In an unexpected yet visionary statement, Mulenga promised to turn Ugandan entrepreneurs into “quantum technologists,” declaring his commitment to leveraging advanced knowledge to create wealth.
“We’re not just building SACCOs. We are building a knowledge-powered economy,” he said, adding that entrepreneurs’ children would be recruited into training programs to ensure continuity of enterprise across generations.
As part of his longstanding educational support, he announced 360 university scholarships for entrepreneur families on a rotational basis, stating that he has provided scholarships for the last 17 years through King Ceasor University.
Kampala Office Headquarters Unveiled
The event also served as the unveiling of the Kampala regional SACCO headquarters, the first of seven offices Mulenga promised to establish across the country.
The premises include workshop space, well-equipped IT labs, and consultation offices, providing entrepreneurs a one-stop hub for business development.
He further promised that workshops offering practical skills training would be held regularly and come with certificates issued by King Ceasor University.
Local and Global Exposure for Entrepreneurs
Mulenga pledged his earlier promise to facilitate both local and international exposure for entrepreneurs through a travel bureau initiative.
Entrepreneurs with passports, he said, would be supported to obtain visas and travel abroad to explore economic opportunities, with Vietnam cited as a model for value addition and export success, especially in the coffee sector.
However, the program will begin by facilitating tours within Uganda to help entrepreneurs appreciate and tap into domestic opportunities.
Institutional Framework and Advocacy
Delegates at the launch resolved to create 18 SACCOs nationwide, providing a grassroots foundation for entrepreneurship under the NRM umbrella. Mulenga also announced the formation of an Entrepreneurs Council at all local levels, intended to integrate business minds into national decision-making and governance structures.
To complement this institutional push, he confirmed the launch of a quarterly magazine to educate entrepreneurs on investment opportunities, business laws, taxation, and UIA licensing procedures, along with exposure to global best practices.
“I have reawakened the entrepreneurial spirit. Those before tried but slumbered — now God has brought me to revive it,” Mulenga said, declaring that his campaign rests on three pillars: God, cash, and happiness.
As the NRM prepares for its Delegates’ Conference from August 27–28, 2025, where over 25,000 delegates will elect new Central Executive Committee (CEC) members, Mulenga’s message of capital empowerment, knowledge, and unity appears to be gaining momentum within the party base.
