The Embassy of France in Uganda has announced the launch of a call for proposals for its 2024 Food Assistance Programme (FAP), offering €500,000 in funding.

This initiative, funded by the French Ministry of Europe and Foreign Affairs, aims to bolster the resilience of populations and combat malnutrition as part of France’s broader international strategy for food security, nutrition, and sustainable agriculture.

The FAP seeks to support projects that combine food assistance, efforts to fight undernutrition, and actions to restore the autonomy and resilience of vulnerable populations. Eligible organizations, including international and local NGOs, are encouraged to submit proposals that align with these objectives.

Key Details of the Programme:

  • Funding Amount: €500,000 in a single payment. Projects must fit within this exact amount, with administrative costs capped at 10% of the total budget.
  • Project Duration: 12 months, extendable to 18 months if justified.
  • Eligibility: Open to international organizations, international NGOs, and local NGOs.

Focus Areas:

  1. Nutrition: Projects should target malnutrition, particularly among pregnant and lactating women and children under the age of two. At least 50% of the funding should be allocated to nutrition-related activities, including school feeding programs, meal diversification, and nutritional awareness.
  2. Resilience: Support tools such as seed distribution, nutrition or agricultural training, land restoration, and school cafeteria support are encouraged to provide long-term prevention of food insecurity, especially in areas prone to climate risks.
  3. Support to Local Producers: Emphasis on purchasing foodstuffs from local or regional markets to aid vulnerable populations and support local production and commercialization.
  4. Gender Inclusiveness: Proposals should integrate gender equality approaches and objectives in a meaningful way.
  5. Environmental Protection: Projects incorporating elements of environmental protection and climate change mitigation will receive particular attention.

Proposed Location: The program is exclusively focused on the Karamoja region.

Application Process:

  • Submission Deadline: Full narrative and financial proposals must be submitted by Friday, May 24, 2024, at noon.
  • Pre-Selection: One proposal will be pre-selected by the Embassy of France by Monday, June 3, 2024.
  • Revision Period: The selected proposal will be revised in partnership with the Embassy from Monday, June 3 to Friday, June 28, 2024.

Project Start: The project is expected to begin in the summer of 2024, with funding anticipated to arrive by early August at the latest.
