Four Senior UPDF Officers Charged Over Alleged Fuel Misuse

Four senior officers of the Uganda People’s Defence Forces (UPDF) have been arraigned before the General Court Martial in Makindye on charges related to the alleged misuse of operational fuel.

The accused; Brig. Gen. James Barigye Ruheesi, Col. David Ocitti Kidega, Maj. Innocent Kikongo Mugumya, and Capt. Kenneth Labwon Kinyera, appeared before the military court and denied all charges brought against them.

Prosecution alleges that the officers diverted approximately 27,000 litres of diesel intended for military operations for personal use. The alleged offenses are said to have occurred between July 2022 and December 2023 in Kampala and Jinja.

According to the charge sheet, the accused are suspected to have irregularly accessed and redirected fuel supplies, raising concerns about accountability and resource management within the force.

The General Court Martial, chaired by Brig. Gen. Richard Tukachungurwa, adjourned the matter to May 29, 2026, for further mention.

The case adds to ongoing scrutiny over the handling of logistical resources within the UPDF, particularly regarding operational supplies meant to support national security functions. Proceedings are expected to continue as investigations and submissions by both prosecution and defense unfold.
