‘The Theft Must Stop’: Museveni Issues Fresh Warning on Medicines, PDM Funds

Uganda's President Yoweri Kaguta Museveni has tasked members of the NRM Parliamentary Caucus to take a tougher stance against corruption, especially in the health sector and the implementation of the Parish Development Model (PDM).

Museveni made the remarks on Friday during a meeting with NRM legislators at Munyonyo, where he shared lessons and concerns gathered from citizens during the recent election campaigns.

The President said complaints from wananchi highlighted persistent challenges including theft of medicines in health facilities, absenteeism among health workers, diversion of PDM funds, and the sale of government jobs.

He directed the MPs to ensure that such practices are decisively addressed, urging them to actively monitor government programmes and hold implementers accountable.

“The theft of medicines, absenteeism by health workers, diversion of PDM funds, the sale of government jobs, and all forms of corruption must stop,” Museveni said.

He challenged NRM legislators to speak out without fear and play a stronger oversight role to ensure government initiatives translate into tangible improvements for citizens.

The President emphasized that MPs should remain connected to the people and focus on delivering the benefits of government programmes, particularly poverty alleviation initiatives such as the Parish Development Model.

The meeting comes as the government continues to push for improved accountability in public service delivery and tighter monitoring of programmes aimed at improving household incomes.

NRM Parliamentary Caucus is the collective forum of Members of Parliament representing Uganda’s ruling party, the National Resistance Movement. Led by the Government Chief Whip, Jane Ruth Aceng, the caucus serves as the party’s key legislative coordination platform, where MPs deliberate on government policies, review proposed legislation, and develop common positions before matters are presented for debate on the floor of the 12th Parliament.

The caucus plays a central role in promoting party cohesion, strengthening coordination among NRM legislators, and aligning parliamentary action with the government’s policy priorities.
