Uganda’s private sector yesterday marked a significant milestone with the official launch of the National Private Sector Construction and Real Estate Strategy, aimed at bolstering the competitiveness and growth of indigenous firms in the sector. The strategy, unveiled under the theme “Rekindling Competitiveness and Growth of Indigenous Construction and Real Estate Firms for Job Creation,” was presented by Ms. Sarah Kagingo, Vice Chairperson of the Board of Directors at the Private Sector Foundation Uganda (PSFU).
Speaking at the event, Kagingo described the initiative as a “bold step” in empowering Ugandan companies to drive economic transformation. She emphasized the construction sector’s contribution of 13% to Uganda’s GDP—amounting to over UGX 40 trillion annually—and the employment of more than 1.2 million people. The real estate sector, valued at over UGX 20 trillion and growing at 8% annually, also holds vast potential due to Uganda’s rapid urbanization and a housing deficit of 2.4 million units.
Despite the size and growth of these sectors, Ugandan firms currently account for less than 20% of major high-value contracts. “This strategy aims to change that narrative,” Kagingo stated. “Doubling local participation to 60% within the next five years could generate an additional UGX 15 trillion in revenue and over 500,000 new jobs.”

The newly launched strategy outlines actionable steps to address key challenges facing local firms, including access to financing, regulatory burdens, and skill development. It encourages stronger partnerships between government, private entities, and development partners to level the playing field for indigenous businesses.
“This is not just a document—it’s a roadmap,” Kagingo said. “Imagine a Uganda where our roads, schools, and urban centers are built by Ugandan firms. Where our engineers and artisans find dignified work at home. That is the Uganda we are building, starting today.”

PSFU pledged its commitment to supporting indigenous firms, calling on all stakeholders to back the strategy and ensure its successful implementation.
The launch was attended by government officials, with State Minister for Housing Persis Namuganza Princess as guest of honor, private sector leaders, and development partners.
“Let us build not just buildings, but a legacy of prosperity for generations to come,” Kagingo concluded.
