The Ugandan Contingent (UGACON) operating under the East African Community Regional Force (EACRF) has completed its withdrawal from the Eastern Democratic Republic of Congo (DRC) as of December 14th, 2023, following the expiration of the force’s mandate on December 8th.
UGACON troops were strategically deployed in Mabenga, Chengerero, Kiwanja, and Bunagana within Rutshuru territory, North Kivu, working alongside the Armed Forces of the Democratic Republic of Congo. Colonel Walaka Hyeroba, the UGACON Commander, confirmed that all troops and Country Owned Equipment have vacated DRC soil.

In a statement issued upon the withdrawal, Col. Walaka Hyeroba emphasized the cooperative efforts between UGACON troops, the Congolese Armed Forces, and local populations during their tenure in the region. However, he expressed regret over the premature conclusion of the EACRF mission.
The Commander highlighted the crucial phase that the EACRF was set to embark upon—the Disarmament, Demobilization, Community Recovery, and Stabilization Programme (PDDRCS). This phase, critical for the cessation of hostilities and fostering long-term stability, was yet to commence due to the mandate’s expiration.
Col. Hyeroba stressed the importance of the PDDRCS, underlining its potential to address underlying issues contributing to conflicts and facilitate the establishment of lasting peace within the region.
The departure of the Ugandan troops marks the conclusion of an operational phase in the efforts to bring stability to this conflict-affected area. However, concerns linger regarding the unresolved critical phase and the potential implications of the force’s premature withdrawal on the region’s peace prospects.
