Internal Affairs Min. Otafiire Holds Talks With U.S. Amb as Washington Tightens Immigration Rules

December 16, 2025

Uganda’s Minister of Internal Affairs, Kahinda Otafiire, last week hosted a courtesy visit by the United States Ambassador to Uganda, William Popp, in a meeting that focused on areas of mutual interest and shared priorities between the two countries.

The discussions come at a time when the U.S., under the Trump administration, has intensified restrictions on visa entry and tightened immigration policies. This includes stricter scrutiny of visa applications and heightened enforcement against irregular migration, signaling a more stringent approach to managing foreign nationals seeking entry into the United States.

During the meeting, both sides highlighted the importance of continued cooperation on migration management, security, and governance. Of particular relevance is an agreement reached earlier this year between Uganda and the United States, in which Uganda agreed to accept deportees from third countries who may not qualify for asylum in the U.S. but are “reluctant” to return to their countries of origin, according to Uganda’s Ministry of Foreign Affairs. This arrangement positions Uganda as a key partner in handling complex migration challenges in the region.

Minister Otafiire emphasized Uganda’s commitment to upholding international obligations in a responsible and humane manner. Ambassador Popp, for his part, reaffirmed Washington’s interest in strengthening ties with Uganda, particularly in areas of security collaboration, migration management, and governance.

The meeting also provided a platform to explore further cooperation in addressing shared regional concerns, including the management of cross-border migration and enhancing the effectiveness of bilateral programs aimed at promoting stability and economic development.

The visit underscores the evolving dynamics between Uganda and the United States, highlighting both the opportunities and challenges arising from global migration trends and shifting U.S. immigration policies.
