In a landmark assembly held on December 9th, 2023, in Djibouti, the 41st Extraordinary IGAD Assembly of Heads of State and Government focused its attention on the crisis in Sudan. Under the leadership of H.E. Ismail Omar Guelleh, President of Djibouti and Chairperson of IGAD, a series of significant resolutions were passed to address the ongoing conflict in Sudan.
Attended by a notable array of dignitaries, including leaders from Ethiopia, Kenya, Somalia, Sudan, South Sudan, and Uganda, the assembly aimed to pave the way for a peaceful resolution to the conflict in Sudan. General Abdel Fattah Al-Burhan, Chairman of the Transitional Sovereign Council of Sudan, attended in person, emphasizing his commitment to an unconditional ceasefire and resolving the conflict through dialogue.
Key outcomes from the assembly included the acceptance of proposals for an unconditional ceasefire and a one-to-one meeting between the Commander of the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF), facilitated by IGAD. These steps underscored a commitment to dialogue and peaceful conflict resolution.
The assembly applauded the efforts of the Quartet Group of Countries, led by H.E. Dr. William Ruto, President of Kenya, for their dedication to resolving the Sudanese crisis. Their comprehensive report was adopted by the assembly, further solidifying a collective responsibility toward peace in Sudan.
Additionally, the assembly welcomed the Humanitarian Access Agreement signed by conflicting parties in Jeddah, emphasizing the importance of honoring agreements to alleviate the humanitarian crisis in Sudan. Urgent calls were made for increased international support to address the deteriorating humanitarian situation.
The assembly condemned external interventions and urged the international community to exert pressure against any parties involved in prolonging the conflict through the supply of war assets. They emphasized the need for a unified approach, consolidating efforts under the IGAD-AU led process, supported by neighboring countries, to establish a coordinated pathway to peace in Sudan.
Recognizing the Sudanese people’s aspirations for democratic governance, the assembly committed to supporting a civilian-led inclusive political process, culminating in transparent democratic elections. Plans were set in motion to establish an IGAD framework and appoint a Special Envoy to Sudan to coordinate mediation efforts.
Lastly, the assembly directed the IGAD Executive Secretary to present the resolutions to the African Union Peace and Security Council and the United Nations Security Council for endorsement and support.
The 41st Extraordinary IGAD Assembly of Heads of State and Government concluded with a resolute commitment to remain actively engaged in achieving lasting peace in Sudan, setting the stage for intensified efforts and diplomatic coordination to address the crisis comprehensively.
