NRM Central Executive Committee (CEC) hopeful King Ceasor Augustus Mulenga over the weekend paid a courtesy call on Gen. Caleb K. Akandwanaho (Salim Saleh) at his country home in Gulu, in what sources described as a strategic consultation on Uganda’s entrepreneurship future.
Mulenga, who is vying for the post of National Chairperson of the NRM Entrepreneurs League, revealed that their private discussions centred on national economic transformation through grassroots enterprise mobilisation, value addition, and access to affordable capital.
“I thank Gen. Saleh for his profound proposals, which I will implement as National Chairperson of the NRM Entrepreneurs League,” Mulenga said after the meeting, hailing the retired General’s long-standing contribution to wealth creation policies.
Gen. Saleh is widely seen as a power broker within Uganda’s political and military establishment. Sources say a meeting with almost guarantees hopefuls assurances of ascending the political ladder.
The meeting comes barely a week after Mulenga launched the Kampala Regional SACCO at Nakasero, where he pledged UGX 1.2 billion to establish and capitalise 18 regional SACCOs across Uganda. His plan includes turning each SACCO into a UGX 1 billion capital base within 12 months, offering loans at just 1% interest per month, and providing structured training for members.
Delegates at the Kampala event also resolved to create Entrepreneurs Councils from LC1 to parliamentary level, giving business leaders a direct voice in party structures and policy-making — an idea Mulenga says was reinforced during his Gulu talks with Gen. Saleh.
Mulenga has also committed to 360 university scholarships for entrepreneur families on a rotational basis, continuing a tradition he says he has maintained for 17 years through King Ceasor University.

During the Gulu meeting, sources say Gen. Saleh encouraged Mulenga to integrate NRM’s existing Operation Wealth Creation frameworks into his SACCO model, ensuring rural communities benefit directly from party-driven enterprise programmes.
Mulenga’s consultations with key NRM power players, including Gen. Saleh, come as the party gears up for the Delegates’ Conference from August 22–29, 2025 at Kololo Ceremonial Grounds. Over 25,000 delegates will elect new CEC members, including the National Chairperson of the Entrepreneurs League, a race in which Mulenga is considered a front-runner.
Political observers note that Gen. Saleh’s endorsement, even informally, carries weight in NRM’s internal dynamics, particularly on matters of grassroots economic empowerment, which has been a pillar of President Museveni’s political message ahead of the January 2026 general elections.
“I have reawakened the entrepreneurial spirit. Those before tried but slumbered, now God has brought me to revive it,” Mulenga said, framing his campaign on three pillars: God, cash, and happiness.
With his Kampala SACCO launch, his Gulu meeting with one of NRM’s most influential strategists, and an expansive blueprint for entrepreneurs, King Ceasor Mulenga is steadily positioning himself as the party’s lead architect for grassroots wealth creation in the years ahead.
