Gen Muhoozi, Putin Envoy Semivolos Discuss Stronger Kampala-Moscow Ties

The Chief of Defence Forces of the Uganda People’s Defence Forces (UPDF), Gen Muhoozi Kainerugaba, on Monday afternoon hosted His Excellency Vladlen Semivolos, the Russian Ambassador to Uganda, at the Special Forces Command Headquarters in Entebbe.

According to Kampala Post, their high-level discussions focused on strengthening the longstanding bilateral relations between Uganda and Russia.

Both sides expressed satisfaction with the current level of cooperation and optimism for expanded collaboration in the years ahead.

Gen Kainerugaba, who also serves as Senior Presidential Advisor for Special Operations, reaffirmed Uganda’s appreciation for Russia’s historic solidarity with Africa, particularly during the continent’s struggle against colonial rule.

He commended Moscow’s consistent support and its respectful, partnership-based approach.

Ambassador Semivolos praised the progress made in military and technical cooperation, voicing confidence that the relationship between the two nations would continue to thrive.

The meeting follows Gen Kainerugaba’s official visit to Moscow in May and comes amid a steady increase in diplomatic and military exchanges between Kampala and Moscow, building on decades of strategic cooperation.
