Ayume Sets End-2027 Deadline for Completion of Lubowa Hospital

KAMPALA — The government has set the end of 2027 as the new timeline for completion of the Lubowa Specialised Hospital, Minister of State for Health (Primary Health Care) Dr Charles Ayume has told Parliament.

Ayume made the disclosure while responding to concerns raised by Leader of the Opposition Joel Ssenyonyi over the repeated delays and shifting completion dates surrounding the long-awaited project.

Ssenyonyi also questioned Parliament’s previous difficulties in accessing the hospital project for inspection.

Ayume told legislators that parliamentary committees are now free to visit the site and assess the progress of construction.

“Committees of Parliament are free, Right Honourable Speaker, to access Lubowa Hospital. I think they are at liberty to write to the proprietor and access the hospital.”

The minister urged Parliament to remain optimistic about the project, pointing to visible progress at the site.

According to Ayume, the hospital’s superstructures can now be seen beyond the construction hoarding, signalling movement on a project that has faced years of delays and public scrutiny.

“The given timelines for completion of the hospital are the end of 2027.”

The latest timeline adds another year to the government’s previously stated completion targets for the facility, which is intended to provide specialised and advanced medical services in Uganda.

The Lubowa hospital project has been subject to repeated parliamentary scrutiny over its implementation, financing and construction timelines.

Ayume’s statement means the government is now committing to an end-2027 completion target, while Parliament is expected to have an opportunity to independently assess the current state of the works through its committees.
